Overhaul the IDE module to use a separate package and make it usable both as a NixOS module and in an overlay. The package should support building with a flag for each language for which it has IDE-level support (currently, Nix and Haskell on my work laptop, Haskell and Rust on my private laptop, and Nix, Haskell and Rust on my private desktop).

Also, there have been some big updates in the kakoune config I use on my work laptop compared to the config on my other machines. They should be unified where possible.
